The Consumer Advisory Board (CAB) was established in 1978 as part of the Pineland Consent Decree and continued under the more recent Community Consent Decree. Its mandate included monitoring compliance with the Consent Decrees and the review of reported rights violations. In March 2010, US District Court Judge George Singal issued an order which terminated the Consent Decree. The CAB entered a transition period and closed its doors on November 1, 2010. The CAB has been replaced by the new Maine Developmental Services Oversight and Advisory Board (MDSOAB), which will provide oversight on behalf of all people in Maine who receive developmental services through DHHS. The CAB was also responsible for operation of the Volunteer Correspondent Program. Legislation which provided for transition to the new MDSOAB requires that this new board present a report to the Legislature that provides for the independent operation of the correspondent program with oversight by the board. Until such a plan can be developed, the correspondent program will continue to operate according to its current policies under the watchful eye of MDSOAB.
